It is allowed as long as the tattoos can be completely covered by up to two palm-sized stickers.

Show your palm to indicate the size of the sticker you are referring to.
Do not assume any tattoo-covering sticker is allowed. Some traditional bathhouses prohibit entry even with stickers if the tattoos are too large. Always ask beforehand.
