In casual settings, simply suggest it naturally with a smile. In business settings, never propose warikan with a client — always offer to pay, and expect the same offer in return. The resulting 'who pays' negotiation is a common social dance.
Warikan (splitting equally) is common among friends in Japan, but the senior person often pays in hierarchical settings (superiors treat juniors; hosts treat guests). Reading the context — who invited whom, and the relationship — determines whether to offer warikan or accept being treated.
