You can buy them at convenience stores or stationery shops. If you're in a rush, a convenience store is probably fastest.

Shrug slightly or gesture towards a nearby street/direction where a shop might be located.
Avoid using overly formal or robotic language as it sounds cold to a friend. Do not offer to buy it for them unless you are very close.
