After asking, pause and look around the room slowly — wait at least 5-10 seconds before moving on; in Japan, participants need more processing time than in Western meetings; never rush to fill every silence.
Japanese meeting participants often need time to decide if their comment is 'worth saying' — creating an open invitation ('どんな小さなことでも') explicitly lowers the threshold and signals all voices are welcomed, which can unlock important input that might otherwise be withheld.
