こちらはおとおしでございます。おせきりょうのようなもので、さいしょにおだししております。
This is "otooshi". It's like a seating charge, served at the beginning.

Point at the dish with a slightly confused expression.
Do not refuse the otooshi after it's served; it's usually mandatory. Ask if it can be opted out beforehand (though often not possible).
