Yes, if it's small, it's fine if you cover it with a sticker.
Gesture & etiquette
Point vaguely to the area where the tattoo might be, or make a gesture of covering it with a hand.
Never enter an onsen with an uncovered tattoo if there's a 'no tattoo' policy. Always ask politely first. Do not argue if refused.
