Romaji: Taoru, yubune ni irecha dame nano? / Reply Romaji: Un, sore wa mana- ihan da yo. Taoru wa yubune no soto ni oku ka, atama ni nosete oku no ga ru-ru nanda.

Yeah, that's against the etiquette. The rule is to either keep the towel out of the water or put it on your head.
Gesture & etiquette
Point to the towel on your head or gesture towards the side of the bathtub.
Do not soak the towel in the hot spring water as it is considered unsanitary.
