Yes, we offer Goshuin at the shrine office (or nokyo-jo for temples). We also have Goshuincho.
Gesture & etiquette
Hold up your empty goshuincho if you have one.
Do not rush the staff. Wait patiently for your turn and do not interrupt rituals.
