これは手水舎といって、お参りの前に身を清めるためのものです。

This is called a 'chozuya', used for purifying yourself before worship.
Gesture & etiquette
Point politely at the *chozuya* or the water basin while asking.
Do not drink the water or use it for non-purification purposes. Follow the proper purification steps (often demonstrated by illustrations).
