Romaji: Sumimasen, kono o-ryōri wa nan desu ka? Chūmon shita oboe ga nai no desu ga. / Reply Romaji: Kochira wa otōshi de gozaimasu. O-sekiryō to shite saisho ni o-dashi shite orimasu.

This is 'otōshi'. It's served at the beginning as a seating charge.

It's generally not possible to refuse 'otōshi' in izakayas. It's part of the culture.
