Gesture & etiquette
Point to the small dish (Otoshi) on the table and politely wave your hand slightly horizontally to indicate refusal.
Note that some Izakayas do not allow you to decline the 'Otoshi' as it acts as a seating cover charge. If declined, they might still charge a seat fee.
