Demonstrate the movement yourself first — do the arm raises alongside them rather than instructing from the front; keep movements slow and gentle; watch for any signs of discomfort and stop immediately if needed; maintain an encouraging, cheerful tone.
Framing gentle exercise as 'shall we do this together?' ('〜しましょうか') invites participation rather than compliance; demonstrating the movement alongside them ('issho ni') removes the feeling of being instructed and makes it a shared activity.
