Bright smile, warm energy. If close enough, light handshake or pat on shoulder (gender-appropriate norms). If formal, a small bow (15 degrees) accompanying the congratulations. Make it feel celebratory, not transactional.
Congratulating a colleague's promotion (shoushin) should mix sincere joy with forward-looking encouragement. 'Masumasu' (more and more / increasingly) signals you expect even greater things — a flattering compliment. Avoid asking salary or specific role details — those are private. Often paired with a small celebratory drink or treat ('osewa ni naru no de okogeran' = since I'll be in your care, let me treat you).
