Point vaguely towards the shower faucet/buttons with an open hand. A slight bow might be appropriate.
In public baths, maintain modesty. Do not stare at other bathers. Do not disturb the peaceful atmosphere. Ask staff for help, not necessarily other bathers, unless it's a very casual, friendly environment and you're confident with Japanese.
