You can rent them at the reception. It's 200 yen per towel.
Gesture & etiquette
Mimic wrapping a towel around oneself or point to a small towel if available to clarify you need a larger one.
Always wash your body thoroughly before entering the communal bath. Do not wear swimwear in traditional onsen. Keep your hair out of the water.
