Yes, if it's a small tattoo, you can use the bath if you cover it with a sticker.
Gesture & etiquette
Point vaguely to arm/leg where tattoo might be, or show the sticker if you have one.
Do not assume all onsen allow covered tattoos. Some have strict no-tattoo policies. Always ask politely.
