Yes, there's no problem if you cover it.
Gesture & etiquette
Polite slight bow, perhaps point vaguely to arm/area where tattoo might be (without exposing it).
Do not enter without asking. Do not try to hide a large tattoo and hope no one notices. Some places have absolute bans regardless of size/cover.
