Excuse me, I'd like to ask about the otooshi. Is this a mandatory charge, or can I decline it?
Romaji: Sumimasen, otooshi ni tsuite ukagaitai no desu ga. Kore wa hissu no chāji desu ka, sore tomo kotowaru koto wa dekimasu ka? / Reply Romaji: Mōshiwake gozaimasen, tōten dewa otooshi wa hissu to natte orimasu.

In some izakayas, otooshi is non-negotiable and refusal may cause awkwardness. Be prepared for a "no" and accept it gracefully.
