This is Otōshi. It's served as a cover charge at the beginning.
Gesture & etiquette
Point to the small dish that was brought without being ordered.
Otōshi (compulsory appetizer/cover charge) is common at Izakayas and is usually not optional. Trying to refuse it might cause awkwardness.
