Japanese business refusals rarely say 'no' directly — instead, they explain 'the situation makes it difficult.' 「今回は」(on this occasion) implies future possibilities remain open, softening the rejection. Always precede the refusal with the double apology opener 「誠に恐れ入りますが」for client-level formality.
