Look around, possibly shrugging slightly to express frustration, then pointing towards the full lockers if asking a staff member nearby.
If no other lockers are available, consider asking for luggage storage services at the station office (手荷物預かり所 - tenimotsu azukarijo) or a nearby hotel. Do not leave luggage unattended in public areas.
